biking from manhattan down sands and navy st
anyone ever get hassled by the kids playing by the fire hydrants between the two projects by the navy yard? hassled, ie getting doused by water or the target of water balloons?

No, I frequently ride that path (just yesterday, in fact) and I've had precious few problems, beside imbeciles parking in the bike lane.
