Do you really think that ? Why ? Seriously, if you want to start a discussion, please offer at least one point that supports your argument. I would love to hear it.
Obama is quietly but thoroughly legislating - i.e. doing his job. I think to make a comparison to George Bush is overly simplistic and shows a lack of understanding. IMHO, the real problem is zero cooperation from Republicans in the house and the senate; they have basically opposed everything he tries to accomplish, even changing previously stated policy views to disagree with him.
Probably, in order for the Obama administration to get things done, they will need to get away from his strategy of "bipartisanship". This is one of the things he built his campaign on, but it can't work if he has to go against these obstructionists.
My two cents. Lets hear what others think.
