Brooklyn Bridge closed to foot traffic this morning?

The Brooklyn Bridge was closed to foot (and bike) traffic from Brooklyn to Manhattan this morning. Police were allowing people to come from Manhattan into Brooklyn, but not from Brooklyn into Manhattan. The police told me it was because of construction, and they told a bike rider I spoke to that it was because of an investigation. Neither reason makes sense since they were allowing people to come onto the bridge from Manhattan... Car travel was (heavy but) normal.
Does anyone know what was going on? And, will the bridge be closed to Manhattan-bound foot traffic tomorrow?

    I rode my bike in to Manhattan this morning and there were no problems.

    I'm glad you made it onto the bridge! I was trying to get on around 8:10am. What time did you get on? When I was at the base of the bridge there were extra police around (aside from those two who direct traffic) too...

    I called 311 who transferred me to the switchboard and they sent me to the 84th Precinct. The man at the 84th said that there was a bike event, and that's why the Manhattan-bound foot path had been closed.

    I rode over the bridge around 9:45
