I think that most modern dry-cleaning machines condense the PERC vapor out of the exhaust. Maybe it's just warm air from that process.

Aren't most dry cleaners non-PERC these days? I thought many of the neighborhood places simply press on site, but send out for the actual cleaning process.

This place has the machines on site. A law went into effect in 2006 that PERC machines can't be in residential buildings. The building in question is not residential. Not 100% sure it uses perc, but from limited research I understand that the "drycleaning" smell, which is present, is generally Perc. Will need to do more research, thanks for the thoughts.

How long has the dry cleaner been there? The law regarding any kind of exhaust vent these days requires the vent to be 10 feet away from any window residential or otherwise. If it predates the law it is grandfathered in and is legal.
If it is in a landmark district then any vent that is visible from the street would also be prohibited (unless it also predated the landmark designation). There are exceptions given by Landmarks but walking on your knees to them across the room is required. -
If it's Caree you're talking about, they were required by their landlord to do a full equipment removal and replacement to a more enviro-friendly system a number of years ago.
EPA comes to take readings on the premises every year to confirm that even trace levels from the old system as well as any result of the new one remain negligeable, nowhere near (even residential) limits.
But yeah, it has an exhaust vent that blows onto Park Place just off Vanderbilt. -
