Noise from party tonight - St. Marks b/w Carlton/Vanderbilt

The noise level outside is ridiculous tonight from a party that I believe is happening in the backyard of a unit on St. Marks b/w Carlton and Vanderbilt. It's almost 2am right now and the sound echoing is so bad outside that even with windows closed in the bedroom, it sounds like the party is happening in our own backyard.

Beyond the question of why neighbors can't be more considerate and believe screaming/laughing so loudly at 1:45am is appropriate, is there a way to call the cops on them if I don't know the exact address of the party? Has anyone had similar issues?
