Advice on dealing with a loud neighbor

I live in a fairly large building (it's actually 2 buildings, each with 20+ units each), with a central courtyard.

One neighbor (and it's always the same neighbor) repeatedly plays his music into the courtyard for anywhere between 4-8 hours at a stretch. I'm OK with ignoring it for a few hours on the weekend, but for example, it just started (around 4:30pm) and I'll likely be going on until 1-2am tonight. Maybe even later.

I've tried talking directly with him in the past, but gave up after the last time when at 2am (after 5 hours), I asked him to turn it down, and b/c he was completely intoxicated, he flipped out, started screaming at the top of his lungs, and threw a temper tantrum for the next 45 minutes. Since I think he's about the same age as me (late 30s), I think the mofo is just off, b/c I can't possibly fathom why a grown man can't figure out that folks might want him to turn his music down (not off, just down) at 2am.

After that night, I started calling the police with noise complaints, with the idea being I could get a history built that I could take to the management company about this guys behavior, since it's always the same guy. But haven't had much luck with the Police either - if they even do show up, it's usually way too late. Absolutely kills me too b/c they have one of those "police presence" urban assault vehicles parked right on the corner too, but evidently hanging out in the UAV, doing nothing for hours on end, is "emergency" work that takes priority. Not that I'm cynical about it, of course.

  • Welcome to Da Hood! Unfortunately with the Police Dept staffed at minimum manning, that coupled with a spike in murders and shootings, your noise complaint might have to simmer awhile on the back burner.
  • Aren't other people bothered by this freak? Why not solicit some neighbors to go to management together? Or call the cops en masse.
    Typical tactic of the NYPD to imply every officer (even the cubs and yearlings) is busy investigating murders and shootings in times of cut backs.
  • Its not a tactic, people would be amazed if they only knew how few Police Officers were actually patrolling their streets.
  • Building a history sounds like a good idea. If you're the type to exact revenge, purchase a small plastic trash can, fill it 3/4 with water, and tilt it against his door. It's juvenile, but at least he'd know what it'd be like to be on the receiving end of a neighbor's rudeness.
  • KWAC: I've seen you post on the cutbacks, but with the UAV 40 feet away, on the corner, how hard is it to send one guy up to tell the dude to STFU? When I called the precinct house directly (rather than 311), the guy answering kept talking about emergencies, but when I later walked past the UAV, I saw 3 young-ish looking officers hanging out in front of the bodega on the corner. From what it looked like, they were showing each other links on their cell phones. I don't blame them b/c I suspect they were never told of the complaint (nor even the officer who answered the phone who didn't tell them), but the inaction seemed pretty clearly motivated by precinct policy, not necessity.

    JaW: I like the idea, and just might try it, though I'm not sure I'd be nice enough to use water, and might try 'something else' instead. BTW, who's the lady in your avatar pic?
  • That vehicle that you saw is a MobileCommand Post and is usually manned by one Officer who is only to permitted to leave for personal necessity or an emergency. As for the Officers you saw comparing cell phones why not just ask them for assistance? I don't get how that their inaction was Precinct policy. I'm almost 99% sure that those Officers lighting farts on their post had no clue about your noise complaint.

    Heh. You said lighting farts, heh. Thanks for the suggestion about contacting them directly. Next time I will I'll try it.
  • The best, most effective way to deal with a problem neighbor is to go directly to the landlord or management company. You don't need to build up an "official history". If it's a chronic problem, go to the landlord and say so. I'm willing to bet that you would not be the only tenant who's made complaints about this guy. I had a problem neighbor, and my landlord was very effective in dealing with them (something about threatening eviction tends to get people to simmer down). And my landlord is far from being a great landlord. The last thing any landlord or management company wants to deal with are disputes between tenants, so they will crack down very quickly.

    My problem is, and I'm not looking forward to summer for this reason, are the loud all-night parties. I mean, it's bad enough on a Saturday, but the last one was on a Sunday night! I had a deadline to meet (which I missed thanks to said party) and a performance the next day. 311 always gives me problems because they expect me to exactly pinpoint the source of the noise, and I can't because my apartment faces the back and faces a brick wall of a storage facility which bounces sound off from everywhere, so there is no way I can personally tell where the noise is coming from. All I know is that I live on the fourth floor and my bed is vibrating, and not in the good way. It gets so loud, that even with the windows closed, I can't hear the TV. I get a better response when I call the 77 directly because I can more clearly explain what the problem is and how the officers can track the sound down, which is something 311 operators won't let me do. Well, during the Sunday party (going onto its eighth hour!) I finally figured at 11 PM that rather stay home and be miserable, I can go for a pizza and see if it has quieted down in the next hour. (HA!) On the way out the door, I ran into a couple of cops and told them about the loud party and they said, "Well, all we can do is ask them to turn it down. We can't do anything. It's all about respect, you know?"

    This appalled me. I said, "It's 11 PM on a Sunday night. I've been dealing with this ungodly noise since 4:30, and because I *respect* my neighbors, I didn't complain until now. How about some respect for the fact that I need to sleep and get up in the morning?"

    This is appalling. I mean, I know cops can't go shutting down loud parties during the day, but is it true that they have no power to quiet people after hours if the offenders in question do not want to shut up?
  • From what I have been told, before 11 pm, people can make as much noise as they want and there is nothing that can be done about it. However, AFTER 11 pm, there is a certain decibel level and the cops are supposed to come with the decibel meter so those cops were probably too lazy to deal with it and for the record I have never made a noise complaint on anyone but was complained on once so this is how I know about this LOL
  • Sorry the decibel Cops are busy responding to Murders, Robberies and Shootings, I'll be sure to let them know about the noise complaint after they're finished washing off the blood!
