It's like he's OCD- he HAS to pull those branches off. He's compelled. And when he started picking up trash, it was as if he'd learned that from someone- "when you get the urge to pull a branch, pick up a piece of trash instead." That little therapy tip ain't working. -

I am sorry to report that about 10 trees on the Prospect Heights side of the Eastern Parkway Median that runs between Washington and Underhill were hit tonight.
...basically, anything that could be reached. I did not see anyone do it, but Whatchuwant reports he was active just east of this location earlier.

Reported to the 77th Precinct and to the Parks Department:
A few neighbors saw a man walking down Prospect Place (Prospect Heights) in the early evening two nights this week, carrying huge branches broken off from trees. We have also heard from a neighbor that it is well known that someone is damaging trees in the neighborhood. It looks like he is depositing his trophies on Carlton, as pictured..
Of course, if anyone sees this guy in the act, they should call 911. The Parks Department will be sending someone to remove the branches.

There are also a pile of big branches on Lincoln, near ther corner of Franklin Avenue --across the street from where that young man was shot a few weeks ago. Also, earlier I said that it seems as if Steve damaged a London Plain on Sterling; make that 2. He apparently broke large branches off a London Plain closer to Franklin Avenue, as well as the London Plain closer to Bedford Avenue. I am tempted to follow an earlier example and gather these branches and throw them into his yard, but the irony would be getting stopped by police and accused of the crime. No doubt my sanity would be my undoing.
This is so unlike every -- I mean EVERY cop show I have ever seen. I know cops have it hard, but dear god, you call 911, you call 311, you call and email a detective, you stop cops on the street, you follow Steve, you stop cops in real time and you tell them ' Hey THAT guy just ripped THOSE branches off a tree', you beg them to do something about it -- all of this has happened by the way -- and absolutely NOTHING is done. NOTHING. I hope this isn't interpreted as trolling, but seriously. Look at all the trees damaged and killed because of this guy; these are all trees the police could have done something about at least 2 months ago -- and they failed to act. Think of the cost of planting these trees and the concomitant care that was invested into them over the time that they have been planted. Yes there is murder going on in Crown Heights; the trees are being slaughtered. -

Something KWAC said on a thread now closed has me thinking that what appears to us lay people (affronted by Crazy Steve's behavior and the police's seeming indifference) as a no brainer might be more complicated than we think; indeed, it has to be.
For anyone who has ever done any waitering in a restaurant, and been on the receiving end of a request for something simple such as a glass of water or a cup of coffee, you may know what I mean. Sometimes such a request requires machinations that would shock the customer. Sometimes there are no clean glasses or cups and the waiter has to go all the way downstairs where the glasses are kept, or maybe the coffee just ran out and all of the coffee is kept in a storage container way in the back, and it's under lock and key, and said waiter doesn't have the key; the manager has the key, and he's at lunch, so to stem the tide waiter goes across the street to by a container of coffee; and when the customer says, 'It shouldn't take so long to get a cup of coffee,' they just don't understand what is sometimes involved. You get the point.
The reason Crazy Steve is still on the street has to do with something that we are obviously oblivious to. I mean, it doesn't make sense that the police would almost unanimously be so unresponsive, right? I just wish I knew what the answer is. What gets me about the 'There are rapists and killers out there' rhetoric is that no detective work is necessary to take Steve into custody. Indeed, he WAS taken into custody and then released. It's the releasing part that doesn't make sense to us, I gather. I guess the crime falls underneath the radar because he is not ascertained to be sane, essentially, just like KWAC said.
The 'beating the fuck out of him' tactic is laudable, but yo, have you SEEN Steve? Unless you're a mixed martial artist I wouldn't recommend it. A cop I told about Steve when I made my 311 call cautioned against it when I told him I wanted to beat him with the limbs he broke off trees. He said that the insane have an eerily high threshold for pain; it's as if it isn't even there, he said. Most of the branches ripped from trees are at least the girth of an adult arm. Steve has been ripping branches off trees for years. I am pretty sure he can do the same to a human limb. I wouldn't advise it. -
Steve is moving west. I saw torn off branches this morning on Plaza Street East between Vanderbilt and Flatbush. At this rate, he should be in Park Slope very soon--lots of trees over there. Perhaps then, the "authorities" will do something.

Well on the bright side if he pulls this in the park, the park police will grab him and force the cops to take him. I guess that's the only hope right now.

It seems the police are ineffective, which leads me to propose the
"First Community Wide Confrontation of Steve"
I hereby ask all interested parties if they would be willing to
a. Collect the broken tree branches from their block.
b. Picking a date sometime this week to bring all of the branches to Steve's house.
c. Alerting the media, community police officer and politicians of the event.
d. Bringing said branches peacefully to said house in the presence of said media.
What say you? -
This is a good idea if we can get media coverage. Seems like a story that the media would be interested in, i.e., mentally ill man in "Brownstone Brooklyn" who is destroying trees and who, despite many, many complaints by residents, is permitted by the authorities to continue. He isn't getting the help he clearly needs and the residents are given no help. I am sure that everybody whose job it is to have done something would be embarrassed by the story and then maybe do something, perhaps even before the event takes place to avoid the embarrassment. Anybody have any media contacts to get coverage? NY1?

I Would be right up there with in terms of making a public example of this asssualt on our street trees and in many ways directly on our sanity and sense of safety.
It is unfair that nothing is being done from our police dept.
Sadly i am out of town, but if one is collecting data of people who's homes/property has been effected and need a signiture.. i am game. Just let me know.
Of all the nonsense that goes on in Crown Heights, this has been what is disturbing me the most. its beyond pale -
I think if there is a protest, it ought to occur at the 77th Precinct, and not at Steve's abode. from what I can tell, our frustration is shared by those whom house him. They would welcome a state intervention, but the state is shirking responsibility, apparently. Maybe if the issue is dealt with without confrontation -- i.e. reaching out to our elected officials -- Leticia James, Hakeem Jefferies, etc, maybe they can solve our problems. In fact, I think that is the best route. We need to test our elected officials' response to our complaints. That option has yet to be attempted'

Although I regard men and women in service to our country or community with general high esteem I do not regard the atmosphere many of them have to live with to survive in the force. They have been persecuted and are also the persecutors in many cases.
They probably feel as if it is up to someone to force them to "pick their battles." There have been some fairly heinous crimes against citizens and a lot of looking the other way with others. Not sure what the answer is here.
Kind of like the story of The Emperor Who Wore No Clothes or perhaps, Don Quixote. -
the best I think we could expect from the police/EMT is to take him to the ER for an evaluation (i.e. we'd get them to give him yet another a turn in the circular door of MH care...)
...but even this isn't likely because he seems to have the capacity to consent, and is not acting in a manner that is dangerous to himself or others. (Harming trees isn't likely going to cut it).
This is why I think getting OMH involved (complete with some long term services) is the only thing that is going to stand a chance of making a difference. Two other ways to do this is via a mental health warrant or via APS (both discussed previously).
Perhaps folks aren't aware of the restrictions on the police and EMTS....
Here's an example:
Imagine a guy who is so delusional that he is wandering in traffic on Eastern Parkway. The guy in mumbling and flailing about, and won't respond to the cops who say "hey, come here". He lacks the capacity to consent, and is a danger to himself or others. ...the police/emts have the authority to forcibly take him to the ER for an eval. The hospital then gets to decide whether he meets the criteria for a involuntary hospitalization.
Now take Tree Breaker:
As per everyone's account, not only is the guy not a danger to himself or others... but as per Whatchuwant's account, the guy is aware enough of his surroundings that he will stop and flee when he is yelled at or followed. If we succeed at getting EMT or police to approach him and offer him a trip to the ER, he could likely articulate "No, I don't wanna go", and --under the circumstances-- they would likely have to follow his wishes and let him go about his way.
The police are clearly uninterested in arresting him for hurting trees.
Without pressure, they may be unwilling to even get him taken to the ER. Media and Politicians might help, but that technique won't work without a lot of people demanding it.

Whynot-31 -- I disagree with you. I've had discussions with at least 5 people and all have felt that Steve is potentially violent. The most recent conversation was between a superintendent of a building who had a hammer and displayed it to Steve as he approached her -- and then he backed off.
I don't think a protest at Steve's home will do anything because the word on the street is that Steve's own mother is worried about his welfare and does not know what to do about him. I am going to make attempt in the coming week to contact Hakeem Jefferies and Leticia James and let them know what is going on. I urge others to do the same thing. Maybe this is a situation where political input can best solve the problem, or at least alleviate the symptoms. You can go and protest on Sterling Place if you want, but be forewarned, your not in Switzerland when you're on Sterling Place.

MHA, I think this is the first we've heard of anyone feeling he was violent to anything but trees. So noted.
Remember the correct and safe way to take someone's picture is to be the "crazy picture person"
i.e. From a standing position more than 20 feet away:
Take a picture of a fire hydrant, take a picture of a car, take a picture of a guy breaking tree branches, take a picture of the street. Etc
...then delete the others once you get home and post the good one.
Camera phones allow the picture taker to look like the are dialing a phone number while they taking a picture.
Traditional cameras can discreetly take photos from one's hip.
etc, etc. -
P.S. If Steve's guardian/mother wants help for Steve, that is good news.
...she has much greater standing in terms of getting a mental health warrant and services than random, bored bloggers. -
I have news! Will post more later, but the Parks Dept have Steve's info. They are VERY impressed with the fact that the community has banded together to take care of our trees and they have started an investigation.

So, when I walked out of my house yesterday, I saw a couple of Parks trucks cleaning up the mess on the Parkway. Went up to them and met Jackie Brown (no, I'm NOT kidding) Deputy Chief of Recreation, 718.965.8918/[email protected]
She already knew his name and had his address.
There was also a Parks officer (had a badge) and another employee. They were EXTREMELY impressed with the community effort and, like I said, so very happy we were all so invested in the trees. (the officer made a comment about it being "like a TV show..."). They just couldn't believe I knew what they were talking about when I approached them and when I told them there was an online conversation....they were besides themselves.
I gave them the website addy so they could see everything and also told them people would be contacting them with exact locations. They have started an investigation.
Ms. Brown told me that we should contact Thom Ching in Forestry at 718.765.8900. This is the main switchboard, but this is where to reach him. -
I overheard a convo between a Crow Hill higher-up and someone asking her quesitons about Steve. There is a plan to have a conversation with Steve's mother; to literally ring her doorbell and present to her options she can explore for his internment. Apparently his mom is totally frustrated by the situation because obviously, she is quite embarassed by all of the attention this has garnered, and she is worried about his welfare. Apparently he has undergone the mental hygiene warrant process before (or something like it) and after giving him a presciption for meds and a certain amount of time under observation he was let go. Steve's own mom has some fear of him, especially now, because he's not taking his meds.
Steve has a thing for Michael Jordan. I took a late walk and I JUST saw him walking northward on Franklin. He had on a red Michael Jordan t-shirt (oversized) baggy oversized denim shorts, and he was wearing white high-top sneakers with red trimmings; the sneakers have the Michael Jordan logo on them.
There will be a Crow Hill association meeting this Tuesday in Launch Pad. It's the last one. Leticia James is supposed to be there, as is a representative from the 77th Precinct:

Steve struck again tonight. I just saw several broken branches on Franklin (bet Park & Prospect) and Bedford (bet Sterling & St Johns).
My tree on Franklin was damaged by Steve a couple of weeks ago. Shortly after, I witnessed him breaking branches on Park at Bedford. I attempted conversation with Steve, and I spoke with both the police and Steve's mother. Steve's mother confirmed that he has psychological issues, she wants him to receive the professional attention he needs. The 77th precinct white shirts and most of the street patrol officers know about Steve and the tree issues. If you see Steve at all (does not have to be in the act of breaking a tree), you should call the 77th precinct and 911 to report a "dangerous looking individual who needs psychological evaluation". Feel free to reference Steve, his history of property damage, and he fact that some neighbors have felt threatened by him.
If a tree has been broken in front of where you live, please file an official police report about it. More reports = higher priority.
Please DO NOT retaliate against Steve or his family. Please do not dump broken branches in their yard. His mother is worried sick about the situation, his family does not deserve to be punished. Remember that this is a mentally disturbed individual, he needs help, not attack.
As previous posters have noted, the Crow Hill Community Association (http://www.crowhillcommunity.org) meeting is this upcoming Tuesday, June 15th at 7:30 pm. It's at LaunchPad, 721 Franklin Ave. It's a great place to express concerns and receive accurate updates about issues in the neighborhood. -
