There is a large broken branch on Park, near the corner of Franklin Ave. It's across the street from the laundromat. Freshly broken.

So after spending my morning reading through this thread and quietly laughing to myself about how ridiculous this situation has become, I was rather surprised this evening when I myself encountered Demon-Slayer Steve attacking a helpless tree on Franklin and Eastern Parkway. My many "Stop it!"s and "What are you doing?"s were rather futile. He just kept on yelling back at me (while continuing to dismember the tree) "What?!", " What?!", "What?!" I dialed the 77th precinct and concisely explained the situation. The dispatcher asked, "Do you lift weights? Are you a martial arts expert?" Steve-like, I asked "What?!" By the time the dispatcher had finished advising me on the dangers of fragile females confronting large men, Steve had walked away parading a stick.
I also made a complaint with 311 and spoke directly with Parks Enforcement Patrol, who explained to me that the situation is rather complicated, being that he is mentally deranged and all. -
This problem will never been solved. Civil libertarians have all but blocked mental health treatment for patients unwilling to voluntarily seek help. Unless Steve is an imminent threat to self or others, he will never be kept on an inpatient unit for more than a week or so. There is a tremendous pressure to rapidly discharge patients, even in public facilities such as Kings County Hospital. Even AOT is ultimately toothless. Better get used to seeing broken trees in the neighborhood.

This is going to continue until someone bites the bullet and provokes him into attacking them, so there's something he can actually be nailed on that could get him locked up.

Carnivore, here are two other scenarios:
1. He attacks someone's personal tree and they press charges.
....for example he could come into the manicured front garden area of a brownstone, and trash it while someone takes pictures.
2. His mother puts him out to save her own sanity. He disappears. (or with our luck, reappears at a shelter ...the Atlantic Ave Armory)

And now, educational jabbering for people who are not familiar with the mental health field.
Above, Jack Krohn uses the abbreviation AOT, which stands for Assisted Outpatient Treatment ...which is basically what someone is forced into when Kendra's law is actually applied. http://bi.omh.state.ny.us/aot/about?p=eligibility
Long time readers of this thread may remember similar links.
That said, much of the mental health field believes the law is very weak.
For example, the law has resulted in very little dedicated funding for clinics to provide adequate services ...and the ACT teams that have been created to fill the need of those unable to be effectively served by clinics (see prior reading) are constantly filled to capacity.
In addition, Kendra's Law and AOT are strictly outpatient focused: They contains no dedicated funding to hospitals to do the evaluations, and the ERs where patients are brought are still required to use the same strict criteria for inpatient hospitalization regardless of whether someone being evaluated has been "Kendra-ized" or "AOTed" (yes, some use it as a verb).
As a result, many perceive the law as Jack puts it: "toothless".
...but most agree it is far better than what the the field (and the public) had before, which was literally nothing.
Ah, the war between the civil libertarians and those who work in the field.
The civil libertarians consistently argue that institutions are inherently evil, and that people with mental illness should be able to live in the community with supports.
They are correct. ...However, we live in a society that despite lawsuits, etc. simply does not provide those supports. We have a barely functioning outpatient mental health system, one that can barely serve those well enough to ACTIVELY SEEK treatment.
To which the civil libertarians respond: "The majority of patients will still be better off outside of institutions than imprisoned within them"
And therein lies much of the problem: No one agrees on who "knows what is best" for those with serious mental illness AND who will not consent to treatment.
Is it the aforementioned civil libertarians?
Or it is the inpatient mental health system, with its entrenched financial interests, history of unclear outcomes? ...let's not forget the racial and income disparities!
Or is it the family of the person who is ill? (needless to say, anguished families reach different conclusions each month regarding care decisions.)
...all of which leads to the mess we currently live in.
...and leads me to:
Hereby request that the readers of this blog once again pester the precinct, elected officials, APS, OMH and Civil Court system.
Yes, they already know about him. ...but perhaps some more public pressure can get them to interpret their capabilities and responsibilities a little differently.

Does he get as far as Bergen & Brooklyn Ave.? On two different occasions within the last six weeks, I noticed branches broken off of trees on opposite sides of the street.
(On a side note, who in the hell turned over all of the garbage filled cans last week in Brower Park and around the streets that are near it? That wasn't cool!) -

Nearnostrand, Crazy Steve has been spotted as far as Downtown Brooklyn. I wouldn't be surprised if it was him. He takes nocturnal walks. His misdeeds are all along Eastern Parkway, all the way to the Grand Army Plaza Library.

Where did this happen? I noticed branches torn off new trees on Saint Marks between Washington and Grand. Really pissed me off.

Lots of freshly broken branches on the dog walk this morning. I'm rounding up the pitchforks and torches and getting ready to march on the castle.

He just did some damage to the trees in front of our building (Lincoln & Classon). One big branch and a couple of smaller branches ripped off. I must have just missed him. Would like to rip HIS limbs off. :twisted: -
on Friday night he broke large branches off several newly planted trees on Saint Marks between Washington and Grand.

My office has already been contacted. As you may know, our office previously contacted the authorities and he was arrested. We recommended that he be transferred to a mental health hospital for examination and treatment. Unfortunately, his case was handled in the criminal justice system, and not mental health, and he was therefore released after serving a brief sentence. We will contact authorities and urge the same again. Thank you.

Two down branches on Eastern Parkway at the northern corner of New York Avenue (huge). One substantial branch ripped off a fledgling tree (elm I think) on Sterling Place nearest the corner of Bedford. He attached this tree before. This is his third attack on this tree. He killed the one beside it, breaking it at its base.
Were I an elected official I would shiver in my boots if I am considering re-election. Were I a police officer I would see his continuing rampage as an affront to my authority. How is this any different from sociopathic behavior? What fear of consequence does he have? Steve reveals the powerlessness of us all. -
Shortly before Steve was taken away I was contacted by a reporter from the Wall Street Journal. He said that he had heard the buzz about Steve and was writing an article to be published in the Journal. Steve's internment in the mental facility fizzled the article. He said that I ought to reach out to him if Steve returns to tree branch breaking. I did. Hopefully he can have that article published, and the wider attention will lead to a solution.

MHA, he may have never been admitted to a hospital.
From what Watcher posted and what Tish wrote to WhyFi, I suspect the following happened:
1. He was served a mental health warrant.
2. He was transported to and evaluated at an ER.
3. He did not meet the criteria for involuntary hospitalization in the view the psychiatrists on duty.
4. Instead of being released, he was arrested for damaging the trees.
5. He spent a few weeks in jail doing the detention-sentencing routine, and,
6. Was then released with very little follow-up.
Photos are needed of him in the act to have him arrested again, either on Mental Health warrant or criminal one.
....doesn't sound like a hard task given the circumstances. I'll help file Mental Health warrant.

Is Mike willing to sign affivdavits to the effect of "I took this photo of this person damaging this tree"?
We'll need Steve's last name to apply for a warrant.
If someone has that, we should all meet and go thru this process again. (and people say I don't know how to have fun....)
I would bring -um- "knowledge of the mental health system" to the table.
...we could involve Tish's office if we wanted our request to potentially get more attention. -
I am sure Tisch James has his name. And yes, Mike is willing to sign something. Steve damaged the tree in front of Launch Pad and Mike followed him and took pictures of Steve damaging other trees. He called the cops who arrested him and then unbeknownst to Mike, they set him free. The tree in front of Launch Pad was privately planted, so Mike was willing to press charges against Steve. This is my understanding of the situation.
I really wish Steve saw demons in car windows or windshield wipers. We wouldn't agonize this much. -

Sadly, a similar "process" (?) would be followed if he were destroying private property.
....NO ONE wants the seriously mentally ill.
i.e. The inpatient mental health system doesn't want them, and doesn't have the authority to keep them.
i.e. The criminal justice system simply doesn't want them.
To satisfy the victims, he might arrested more if he damaged windshields, but I suspect the ADA assigned to the case would decline to pursue the cases, and (conveniently without the knowledge of the victim) he'd just be released.
...lots of forces would prevent him from ever being charged with a felony.

....outpatient treatment, in the form of an ACT team is our best hope.
If someone can get mom on board, we are far better off. She has a lot more standing in getting Kendra's law applied, than any ] of the folks who have so far posted on this thread. (and we've had some pretty informed posters represented here ...trust me).
I just hope Mom hasn't gotten to the point where she trusts no one as a result of experiencing "our" mental health system for decades.
[I don't mean to depress readers too much. But, remember, in many view of many respected people, the present mental health "system" is actually the BETTER than it has ever been]

yea, I've seen all the new damage in the neighborhood.
...folks should keep taking pictures, they helped us last time, and might be able get the Parks Dept do something again.
...but what I really want is an introduction to Mom.
Her testimony would receive far more weight than ours.
