Hi,

I am writing to your blog because I am extremely upset. This morning I walked to the subway station on the corner of 8th Ave and 9th Street. In the stairwell close to the street, a man had his pants unzipped and was fondling himself as I went down the stairs. What a disgusting and violating way to start the day.

I ran and told the station agent. Then 30 minutes later I called the 78th Precinct to report the incident. The woman I spoke with asked me, "Did you take his picture? Because that's the only thing that would be helpful." She then would not take down my information, nor any details about this man. She said I could only file a police report if I came in. Then she told me she did not recommend I come in and it would be a waste of time.

For crying out loud, it had only been 30 minutes and the man was probably still lurking around the neighborhood! I am very upset because this person will probably be in the neighborhood and do this to other people again and the police don't care, when they could have a track record. These types of incidents lead to assault and rape.

    ....I ask because it clearly is not 100%.

    I see guys masturbating and having sex with each other in the Veil of Cashmere (sp?) pretty often, but seemingly there is no epidemic of assault and rape in prospect park.

    On occasion, I see guys whacking off on the naked beaches of Fire Island as well. I don't know whether they are gay, swingers, straight or whatever....

    Anyway, I'd like to think that if there was an epidemic of assault and rape, AND there was a high correlation between that and fondling oneself, that the police would take such matters seriously. 30 minutes is a long time though.

    Am I biased in favor of the police?

    This is right around the corner from me. Can this person describe what he looked like so the rest of us can keep an eye out for him? The police may not be interested, but we are - there are a lot of children around here.

    In the future, if you don't want to call 911, call transit district 30. They, rather than the 78, have primary jurisdiction over the station. Also, transit districts only focus on transit crimes, so they would take those types of reports more seriously.

    The best option would be to call 911 because a unit would be forced to eventually respond.

    I'll go out on a limb and suggest that a morning subway fondler is not soliciting a gay sexual encounter, like your examples whynot.

    We've (all women who take our dogs to off-leash) have had trouble getting the police to deal with two public masturbators. They have to catch them in act, is my understanding. And the one I'm most familiar with keeps his eyes out for cops and men. He has a long shirt and just pulls it down when someone tries to call him out on what he's doing. "I'm just looking at the trees," is his response.

    For the record, I stand firmly opposed to public masturbation. Women walking their dog (including my wife.....), and people riding the subway should not have to endure same.

    I guess my comments are related to the 30 minute, no photo, post subway encounter with the police.

    I guess I'd have to know their resources better to decide whether they should have allocated a cop to go down an see if he was still there.

    ....OQ's description of the park guy leads me to believe he would be much easier to catch by the police.

    Again, just in case its needed: Public masturbation is (and should be) a crime ....the motivation is not relevant. Other folks should not have to see such stuff....

    Easier said than done. I was once walking down the street and in broad daylight a woman lifted up her dress and squatted right in the middle of the sidewalk (interestingly enough on the same block with the mystery bakery mentioned in another thread, though I’m sure there’s no connection). I saw her getting ready to do that and I thought “come on, just let me go by first before you mark your territory.”

    Of course, she did not, so I just averted my eyes and walked in the street. But I was not about to talk to the woman. And even if you’re somehow immune to the brutal awkwardness of the situation and are willing to talk to them (let alone make eye contact), I really don’t think you’ll find engaging the lunatics to be a worthwhile endeavor. I still think pepper spray’s the way to go. Of course, I mean against the masturbators. I don’t think the dumpers should be pepper sprayed, though it might be handy as an air freshener.

    A Personal Story of Sexual Harassment

    Earlier this week, I wrote about a new iPhone application that allows women to report street harassment in seconds. The application, available on iTunes, and its forthcoming Android counterpart, grew out of ihollaback.org, a Web site where women post stories of sexual harassment, groping and other unsavory incidents.

    It’s a subject I have some experience with myself: between the ages of 14 and 21, I encountered four public masturbators in the city. Three were on the subway, while the fourth was an elderly man in Herald Square in broad daylight.
