I'm not surprised. Usually, when a hacker breaks into a government site and they get caught, they are usually presented with a choice: work for them or go to jail. It's better to co-opt the people who are breaking into your systems, especially since most hackers aren't malicious.
This actually happened to an ex of mine. Unfortunately, we were long-distance dating while he was being tracked down by the FBI, so they thought I was a spy for a while. (Umm... if I were passing documents, wouldn't it require *access* to said documents?) I was living a bohemian lifestyle in Minneapolis so it was kinda obvious when I was being followed by government men in black suits. They weren't exactly subtle in the early '90s. The whole thing was stupid, because they followed me around for a couple of years. If they had just brought me in for questioning, it would have been obvious in about two minutes that I was no spy and the government would have saved a lot of money.
I'm sure it's still on my file somewhere that I'm a suspected British agent. That's typical government nuttiness for you.
