I may be mistaken, but I think if you chain your scooter/motorcycle/moped to to a tree you may come back to find it has become the property of the city. I think they frown on that sort of thing [-X
-
You say it is illegal but you look up and down any street in Brooklyn and one notices one constant:
THE TREES ARE USED AS MAKESHIFT BIKE RACKS.
Let us face it, no one enforces this little law and frankly it is safe to conclude that the city does not have the proper resources to enforce it. Based on these odds I think I'd rather take my chances with the chain around the tree instead of having some criminal cart my scooter away. The worse that can happen is that the city will call me to come pick it up while the thief will just keep it. In any case, if the city takes it I will gladly pay the fine and chain it around the tree all over again.
It is called piece of mind. -
The reason that bikes don't get as much attention is that they are the purview of the police department. The cops won't come and snip locks unless the bike is chained to subways. Scooters, mopeds, and motorcycles are the purview of Traffic Enforcement. Those folks basically ride around all day looking to give out tickets and tow. If they spot you chained to a tree you will 1)get a ticket immediately, 2) they will call a tow truck to come and get your vehicle. End of story. It may also result in multiple tickets if your vehicle is on the sidewalk instead of in the street. Not sure of the ticket prices, but the tow is going to cost you at least $200 bucks. If you can afford to pay that kind of money, you'd be better off leaving your scooter in a garage close to wherever your destination is.

We are not discussing if the signs are posted legally or illegally but instead whether the person ripping them down has the authority to do so. Obviously the person vandalizing the signs is not working under the capacity of any law enforcement entity so the actions of this person are 100% illegal.
To get back off topic for a moment- Using this faulty logic, shouldn't picking up garbage from the sidewalk (someones personal property) be against the law, I mean they put it there. Why does anyone have the right to pick it up and throw it away.
For all intent and purposes the person posting the signs received permission to post these signs on the the neighborhood facades, so why exactly is the poster of the signs the villain and not the person ripping them down? The rational of some of the people on this forum is truly mind boggling.
If this person continues to rip the signs down litigation is in order. If the person committing the crime is not of sound mind then sue the person responsible for this poster vandalizer. Maybe the person needs proper supervision or needs to be placed in some sort of institution. Why should people of this neighborhood tolerate such behavior?

What you say is all fine and dandy if in fact someone is enforcing this law but I reiterate that "NO ONE IS". I have been chaining bicycles to trees all my life and no one has ever summonsed my bicycle or clipped my chain. Now following this logic, I have been chaining my new scooter to a certain tree for the last year or so and guess what...NO SUMMONS OR REMOVAL OF SCOOTER. Before my first scooter was stolen I never had the city remove my scooter. Is it safe to say that this law is a myth or that the city just doesn't enforce it? Yes! Better yet, I called my local precinct and asked them if anything can be done about a scooter chained to a tree and guess what they said? They claimed that this was not within their jurisdiction and that I should call the Parks Department.
So the plot thickens as to what would really happens to a scooter fastened to a tree scooter as opposed to what should happen to it in a perfect world.
As for me, I will continue to play the odds and continue to chain my scooter around a certain tree albeit with a stronger chain this time. If and when (which will probably never happen) i do get fined I will gladly pay that fine but at least I will still have my scooter but good luck with the fine especially when I remove plate.

***UPDATE***
I finally broke down and decided to go see what was going on with my case so I sclepped myself over to the local precinct. I got there at 10 am and 3 hours later some rotund detective came down to finally see me. He basically got to the point and said that no one has been assigned my case. Sensing my anger he tried to calm me by saying that my case was a low priority but that he would try to expedite a detective assignment.
WHAT!!!!!!!!!!!!!!!!!
What are these lazy cops doing? I was so pissed off I left him there while he was in mid speech. This is unacceptable and totally unprofessional. There is no reason my case has not been attended to. If this is the sad state of investigations regarding property theft then our neighborhood is in for a hot summer.
I intend to keep looking for my vespa by myself and I will not give up until I have closure. So far none of the local dumping grounds for stolen scooters has panned out. Most of my posters have been torn down and the only people calling regarding the $100 reward are crank callers.
I am not giving up hope if I never find my scooter at least this will be a learning experience.

I am sure the police have their hands full with bigger more heinous crimes but to make you wait for 3 hours is unacceptable.
(snickering)
If an when you get a new scooter choose a tree on your block and just chain it around it. It has worked for me.
No worries.

I am sure the police have their hands full with bigger more heinous crimes...This gets thrown around a lot - but I'd respectfully disagree and/or call total BS. I'd guess that the vast majority of police in this city have their hands full writing tickets, sitting in idling cars drinking coffee, standing around subway stations trying to look hard, and maybe showing up 30 minutes after the fact at crime scenes, if you're lucky.
The NYPD is basically a revenue-generating machine/employment agency for unskilled workers.

Jimmy, we are both on the same page. I was being sarcastic. They just do not want to bother with the scooter thievery that is going on in this little sliver of Brooklyn. Proof of this is the fact that they refuse the rest of the public of what is going on, Obviously there is a scooter theft pattern and they have yet to inform the other scooter owners of the area to secure their items. It is sad that we have to come on this forum to warn ourselves.
The police in this town are absolutely useless. All they care about is their summons quotas.

I have come to the realization that the police officers of this city are mostly a goon squad that comprises itself of mostly over weight lazy individuals. It comes as no surprise to anyone that they are over paid. 76K for doing nothing is insane. They revel in the fact that they have job security in this declining economy and therefore act like pompous fools who assume we are here to work for them instead of visa versa. Just last week I received a summons for riding my bicycle on the sidewalk. 2 officers came out of no where and grabbed my handle wheel. I was literally almost flung off my bicycle. Over what? A summons?
ARE THEY FOR REAL?
There are bigger and badder crimes being committed all across this city and they pounce on me as if i killed that hasidic child from Boro Park. The generating of revenue is more important to them, it seems. This city is quickly sinking down into a cesspool of unfathomable depth & proportions.

It was chained to a thick tree
You really shouldn't chain your items to trees... it's bad for them.
