A big Thumbs down to the fellow washing his both his cars
I do not understand some people but what possesses an individual to hook up a hose to a public hydrant and then proceed to wash his 2 cars right there in the middle of the street. One was parked at the hydrant and the other was doubled parked. Not only are these cars breaking the law via the questionable parking but the individual is wasting large amounts of water to boot.
I understand that some residents will be quick to say "so what' but I find it appalling that while I have to pay large water bills this individual circumvents the billing system by wasting the public water supply. I have no doubt that the city will sieze on some sort of water shortage in order for them to raise our water rates. There must be some law being broken here.
My question to the forum is, who do I contact in regards to this obvious waste of water? I have already contacted the local precinct and like usual they shove it off onto someone else and claim that it is not within their jurisdiction.
WHAT!!!!
Any help would be appreciated.

I received an alert text from some NYC agency telling me to call 311 if people opened up a fire hydrant without one of the authorized sprinker caps on it. I'd imagine you could call 311 in the case that you described, and see what they have to say.

I have already contacted the local precinct and like usual they shove it off
"Hello, officer? Someone is WASTING water by washing their car...they are also double parked on a side street during the middle of the day... please arrest them."
Officer: "We're on it... every criminal in Brooklyn has been arrested today, we solved the drug problem, we even convinced every homeless person to move to Yonkers... what's your address? We're on the way now"
