Murder is way down from last year, yet crimes involving theft are way up.

there is a new Commander, and allegations were made in the past they were under reporting crime.

so, maybe this huge increase is due to us just seeing accurate numbers re: theft?
I imagine that statistics on murders are much more difficult to fudge.

I actually think of crime as more or less a constant.
Therefore the more criminals (who are actually convicted of a crime) that are caught, the better job police are doing.
Crime goes down? Not enough criminals being caught.
