Where in this country are there fast food "restaurants" but no grocery stores?
Lots of places.
Myrtle Avenue near Flatbush was one such place for at least two years between when a developer knocked down the grocery store but before a new one moved in.
Anyone who lives near the Navy Yard lives pretty far away from any grocery store.

^if we had some kind of unified food policy that made sense, i'd agree, but the fact is, "crap food" is often a very good deal, if what you're looking at is dollars per calorie. in that sense, good food -- in particular, food whose price isn't made artificially low by massive corn subsidies -- is the luxury item.
yes, yes, i know about potential health care costs, environmental damage due to factory farms, and all that. i am talking about number of dollars out of the pocket of an individual, assuming said individual doesn't have much say in the allotment of tax dollars.

Yes, the folks over at NYC DOH have been mapping the city's food deserts for quite sometime and have tried to address the problem thru establishing lenient rules for opening Green Carts and getting farmers markets to accept SNAP. The efforts have been pretty successful.
But, OMG, talk about a kick to the face: Having just suffered a defeat on the soda front, the policy folks at DOH could have to watch people buy a combo meal at KFC that (of course) comes with a soda.
P.S. For better or worse, Coalition for the Homeless is full of libertarians. They have taken a lot of positions that state "we have no right to decide what is best for them" over the years....

How about allowing it from the small deli's or restaurants. Why must fast food be included in this too?

If they're libertarians, why do they believe in food stamps at all? Libertarians make my head hurt sometimes.

Ah, but if you believe the receipt of food stamps is a right, you believe that the government is infringing upon your rights if it limits what said food stamps can purchase.
Hence, they define the lifting of any such restrictions as ....wait for it... EMPOWERMENT.
(yes, the Coalition for the Homeless may be secretly funded by the people who make head ache medicines)

If this is all to battle childhood obesity - then they should look to the school breakfasts and lunches. All the students who receive SSI or Food Stamps are eligible for free breakfast and lunch in the NYC Schools. These foods have so many processed crap in it that I wouldn't be surprised that if you cut out all the stuff they can buy in stores - children receiving free lunches will still be obese and unhealthy.
