Got a ticket for dirty sidewalk

My dad got a $100 ticket for dirty sidewalk. For some reason, the ticket has my mom's name even though we never give him any of our names. All these years I didn't know they give a ticket of just a few garbage on OUR sidewalk. The guy even complained we got garbage in our inside garage. It's pretty much BS if you ask me. We sweep the grounds everyday. Mostly in the afternoon. We used to have a store nearby and we got more garbage than before and we never gotten a ticket until now. These days were a bit windy. The guy who gave us the ticket didn't wear any uniform and he was driving like his self owned sedan. Not a city type vehicle. Can someone tell me whats the best way to fight this ticket? Thanks.
