Where can I have hollow steel legs cut down?

What neighborhood? How big is this thing? Does it come apart and travel easily?
If there aren't any iron works places nearby you could ask at an auto body shop.
Or if you're handy maybe there's a local hardware store that can rent out a cutting tool.

I would think that the legs are hollow. If so, get a hacksaw and do it yourself. Not a tough thing to do. If they're solid steel they're going to be a lot harder to cut and you might not be able to do that at all depending on the thickness. In that case, get a couple of 2X4s, cut to length and use them instead if possible.
