The CH Orthodox Jewish Communities Prepare for Kinus: Feb 1, 2013
I am by no means an expert, but I believe this is an annual conference that has been so large and thriving in the past, that streets around 770 were packed with pedestrians.
It seems to last about a week, and begins on Feb 1, 2013.
This coming Wednesday will mark the opening of the international conference of Shluchos in Crown Heights, an event which will bring thousands of emissaries from around the world. One of the chief concerns is safety, and addressing that were representatives form the police department and Merkos L’inyonei Chinuch who met earlier this week.

Just to clarify--the conference this weekend is for female Chabad representatives, and is slightly smaller than the men's conference in December. The photo posted is from the men's conference (obviously).

Yes! But it's a smaller group, and doesn't look as interesting because they aren't all dressed alike.
