"Council Member Simcha Felder is calling for the Bloomberg administration to reduce first-time fines for property owners that have trash in front of their homes.
"It's no mystery why taxpayers have lost faith in an enforcement system that slaps them with astronomical fines for unpreventable tickets," the Brooklyn Democrat said in a statement.
The legislation, which Mr. Felder plans to introduce tomorrow, would reduce the fines to $50 from $100 for first-time offenders. It also would change the afternoon window when the city can ticket to 6 p.m. – 7 p.m. from 12 p.m. – 1 p.m.
In 2004, the council passed a law establishing two one-hour time periods when the city could ticket, but Mr. Felder now says the afternoon time is unfair because most homeowners are at work and can't look after their property."

I saw two cops come out of an apartment buiding this morning and head straight for a trash can. One of them pulled a blue latex glve out of her pocket, put it on, and started rummaging thru the trash.
What I wanna know is, did she put the glove back into her pocket after going thru the garbage? I didn't have time to stick around to watch. I had a Fresh Direct delivery order to place

I once got a ticket for throwing a piece of junk mail out in a public trash can. Now, had I just thrown it on the ground, I wouldn't have got a ticket.

seriously, Oiseau?!?!? jeez, what the heck are we supposed to use public trash cans for? it's bad enough there aren't any on 8th or 6th avenues, but then we can't use 'em for trash when they ARE in place? or do you think it was because it was paper and should have gone in recycling?

I think it was because I used a public trash can to dispose of my personal trash (you see this everyday, but most people don't throw away their mail in the trash). Yeah, I never paid the fine and got it dismissed somehow, amazingly. Now, if I ever get my mail and head out with it, I always rip off my address before I throw it away.

If only private citizens had the power to ticket public city facilities in return.
Take the Armory for example - they don't clear the snow from their sidewalks, and half-eaten meals, broken bottles, seed-laden condoms, abandoned articles of clothing, and god knows what adorn their sidewalks, untouched by cleaning efforts, day after day, week after week.
One could make a comfortable living off their indolent filthiness.
