Unfortunately, unless a person is involved there is absolutely nothing criminally that can be done. There are no laws regarding dogs attacking other dogs.
The only case you could possibly make is some sort of civil lawsuit. -
sue sue sue!! sue the owners for damages and emotional distress.
the cop should of gotten all the info for you guys.
