Block Association

Our newly reinstated block association got off to a good start. Then our last few monthly meetings had less attendees. There was a lot of talk about the same ideas but no decisions are being made. Then last month the meeting was cancelled. We are all new to this and suspect none of us
knows what it takes to build a strong block association. Does anyone have any experience with this sort of thing or does anyone have any suggestions?
