Perhaps PO Salters wrote her Community Notification at the scene, and the smoke caused her perspective to be warped.

I do hope this arrest does not discourage people who engage in illegal activity from calling the fire dept when there is a fire.
I'd hate for a fire to spread to my apartment because they tried to put it out on their own to avoid arrest.... -
