Stats Galore! The 2012 Furman Center report for CH and PH (aka CB8)

In the closely related fields of real estate, urban planning and affordable housing, the Furman Center's reports are considered "the bible". Today, July 29, they released their reports for NYC, and here is the sub report that focuses on CH:

Relatedly, this Washington Post map shows that Franklin Ave. is the border between the 11238 ZIP, with an average income in the 79th percentile of Americans, and the 11216 ZIP, with an average income in the 42nd percentile.

In CB9, what explains the big drop (from 2000 to 2012) in % of residents earning $100-250K and big rise in % making $0-20K? Seems like the opposite should be the case.
