"Drone" is just an ominous-sounding word for "RC helicopter".

When an entity passes a prohibition against something, it tends to be for a reason:
Today, we learn that shooting down drones is not allowed.

Recently the FBI disclosed that it has used drones domestically:
I would not surprise me if the NYPD has used them over NYC.
...sure is a a lot cheaper than doing surveillance via a helicopter.

Finally, improvements in drone technology are being made:
.
Revellers at a South African outdoor rock festival no longer need to queue to slake their thirst -- a flying robot will drop them beer by parachute.
After clients place an order using a smartphone app, a drone zooms 50 feet above the heads of the festival-goers to make the delivery.
.
.
.The drone was built in South Africa and nicknamed "Manna" after the Old Testament-story of bread that fell from the sky to feed the Israelites travelling through the desert following their exodus from Egypt.
"It's an almost Biblical thing that beer is dropping from the sky," said Hoffmann.
The beer, free at this stage, is dropped in plastic cups and the drone is performing well.
"Every time it drops a parachute a crowd of 5,000 cheers," he said. -
Para deployed beer? Brilliant!

I was talking to a very interesting veteran cop while waiting on Empire Blvd to see Obama when he was here, and he said that people in NYC are basically being watched one way or another 75% of the time. He said that drones are definitely being used by the NYPD, but most of the time they can't be seen. He didn't seem comfortable with that degree of surveillance. I don't mind the cameras everywhere, but drones totally creep me out. So my guess is that what your husband and daughter saw was probably a drone.
