Sounds as if they are just doing repairs, and protecting the pedestrians:

Nice. I was scared it was going to be torn down, like the building across the street. Although, now I realize that is unlikely to happen because on the north side of Eastern Parkway, Nostrand is a historic district.

Humbug. The bank across the street counts (yay!) but the MetroPCS corner store does not.

Yeah crownheighter, I wish more of the quirky building were deemed historic as they are fascinating aggregate of styles. I have grown to love.
