You're supposed to call 311 to report rat problems. In addition to that I'd reach out to the block association. Have all the neighbors on the block start a concerted calling effort so that 311 is getting a high volume of calls about the same location. That might result in getting a better response.

The block association should reach out to the owner of the property on Kingston and Park. They've just dumped a ton of money into that project and I'm sure they don't want to rent with rats in the basement. See if the neighbors can convince the owners to pony up for private rodent control outside of the building. By this point, the rats have probably made themselves at home in the park as well. Call the local Parks Department district office and track down the person that is responsible for Brower Park. See if the block association can convince the Parks Dept to also exterminate and put down bait. Also contact the Children's Museum and the school on Kingston. If all of those folks are trying to work on the problem, you might actually see something happen.

look for the burrows they dig and bait them. If you break up the burrow they will scatter everywhere. Probably what happened at Kingston and Park. Best to know where they sleep and feed them "goodies" like Jaguar brand bait.
