    I would have liked to see her address her "fisticuffs" statement directly.  Other than that it's a very good letter.

    I just saw the News 12 piece and there was no mention of Alicia's arrest. It looked like there were all of 30 people assembled .

    Yes, all of the members of the community board reside within the confines of CB9.   They were appointed by Eric Adams.    

    ...Alicia feels they are not genuine.   Or something. 

    BTW, I am told there was no vote to create a request tonight.  I guess that is supposed to happen at the next mtg. on Feb 24th.

    @crownheightster also, yes, there are non-Board community members of ULURP. District Manager Pearl Miles read off their names at tonight's meeting.

    "BROOKLYN - Brooklyn's Community Board 9 met Wednesday to discuss new development rules that Crown Heights tenants say are pushing them out.

    Some residents say the proposed new zoning laws in Crown Heights and surrounding neighborhoods are racist, and would force out low- and middle-income minority tenants from their homes. The proposal would make room for larger luxury developments in the neighborhoods.

    Councilwoman Laurie Cumbo penned an open letter to the neighborhood, writing that a zoning study is "the best way to move forward" to address a changing district. In response, residents said the zoning committee has repeatedly turned a deaf ear to their opinions.

    The committee says that it hopes to finalize its study for the Department of City Planning by the end of the month."

    The next meeting is tomorrow, Feb 24th.

    Their agenda states they hope to vote on whether to submit a request to DCP, and provides the draft of said request

    ...I can not think of any reasons this meeting will be much different than the meetings described on this thread (held on Feb 4 and Feb 11th), or the threads that describe the pre-February meetings.

    I don't know that any additonal showdowns are required.

    At this point, three distinct camps have formed:

    1. Alicia/MTOPP, which believes that an entity she selects should do the planning study, not DCP. Hence, CB9 should not make a request.

    2. CB9, which believes some upzoning is acceptable in exchange for some downzoning. Hence, CB9 should make a request.

    3. Some block associations, which seem to believe that they can request only downzoning and that DCP will listen. Hence, CB9 should make a request that stipulates same.

    #1 appears fanciful. #3 appears naive.

    It would be nice if the CHJCC not getting its way would silence those who believe that they secretly control NYC and the world.

    ....but unlikely.

    I am starting to conclude that tonight might be the end of this chapter. If CB9 doesn't have the votes required to make a request, I think they will drop matter. Adams, City Council and DeBlasio will then have decide whether to do a study anyway.

    Seperately, it should be interesting how the court rules on MTOPP's lawsuits against CB9.

    When two drunk people fight at 3 AM in the subway, the police arrest both of them.

    I don't think the judge will have such an option in this case.

    The only real change from prior meetings is that MTOPP has brought a $10 bike horn that it occasionally uses when it disagrees with something.

    At present, they are trying to discuss the board's priorities for the next year.

    There is a lot of people annoyed that the small committees rarely meet, which shuts out non-board members. This was discussed, with some interruptions, until 8:15.

    8:15 The agenda item is now the Draft Request to DCP. Aka The Main Event.

    The draft (see prior page) was read, and MTOPP does not feel their views are reflected. Traffic whistles, the bike horn, a party horn, etc are in use.

    Ms Cumbo has quietly arrived, and taken a seat.

    Alicia is yelling "all they want to do is build, build, build".

    The woman who waited in line to speak, is telling Alicia that she should be allowed to speak and that Alicia is not the whole community.

    Which has Alicia responding with an incoherent, screaming rant.

    The NYPD has taken the party horn. The other toys have become silent, presumably because the owners like them, and do not want to lose them.

    Members of the calmer preservationist group PPEN, seem to have formed Concerned Citizens for Comnunity-Based Planning, and launched a website http://www.cb9rezoning.org/?m=1

    They would like more dialogue, and to do their own study.

    It isn't clear to me at what point there would be enough dialogue.

    ...we are not going to reach consensus. More dialogue might not get us anywhere.

    Tim Thomas spoke in favor of the draft, and stated another mtg regarding it should be held.

    He stated that the real struggle is tenant rights and people being priced out, and that zoning won't stop this. ...any help provided by zoning would arrive years from now.

    A more effective means of starting some shit would be going to Park Slope's CB6 and asking them why they can't zone for more growth in South Slope, instead of freezing that neighborhood in amber as low-slung wood frames (http://parkslopeciviccouncil.org/historic-district/) Growth in CB6 would actually prevent (some) rich white people from being priced out and moving to CB9.

    That would be productive.

    They are still meeting, and will soon vote on whether to submit the draft request to DCP now, or have more mtgs about it.

    It seems as if there will be more mtgs, and that a new document will be created.

    I expect it to look like the Port Huron Statement, and be ready in 2017.

    I suppose she could, but it would not effectively give DCP the validity that it wants.

    DCP could also conduct a study and send it to City Council for approval without receiving a request from any entity, but I also think that is unlikely.

    What I think is most likely is that property owners along Empire be given variances (ie be allowed to build residential) if they agree to include a subsidized housing component.

    PPEN and Concerned Citizens For Community-Based Planning are separate, independent groups. PPEN supports CB9 draft resolution to City Planning for a zoning study to begin, but also believes any group within the community that support a community base or Independent study, have a right to do so.
