Nope. That was voted down.
It was decided that the present draft was not good enough, and it was created without enough
input from non-exec board members, and non board members.
So, either a committee of yet to be determined people will create the perfect Port Huron style request. (highly unlikely)
Or, said committee will decide that a study should be done by the really left "the land belongs to the people" professor from Hunter.

Let's see:
As noted in your post above, they are not opposed to anyone else.
They seem to be preservationists who pay lip service to affordable housing, without being honest enough to admit that restricting the supply of housing does not lower its cost.
They fail to understand property rights do not go away just because they have not been fully exercised by property owners in a given area.
They desperately tried to apply an environmental law to stop 626 Flatbush, without realizing that wining would mean that just about every new building in NYS would be subject to said law and required to create an EIS the public could then scrutinize. ...and thus had no chance of winning their suit.

Perhaps needless to say, but Alicia does not seem to find the draft unacceptable as a result of its content. Her objections to it seem to be:
1. She believes it was exclusively written by Tim Thomas, whom she perceives is a racist white guy. [Fact check: He did not exclusively write it, he is white]
2. She doesn't want a request to be made.
3. She believes DCP has no right to do a study in her neighborhood, and that if some other entity does a study the city council and Mayor will have to abide by it. [Fact check: completely delusional]
4. She believes that the law allows everyone who wants to be involved in anything to be involved; When she is not involved in something that she wants to be, she believes the law is being broken. [Fact check: The courts will decide whether CB9's level of sloppyness, incompetence, and avoidance of her and others reaches the level that it breaks the law. I am interested in the outcome]

So practically speaking, what is the future of this rezoning initiative?

DeBlasio has repeatedly stated that he is going to build or preserve 200,000 units of "affordable" housing over the next 10 years.

While he does not (and can not) specify what % of this 200k will be new units, for the sake of argument lets assume it is 50k.
At present, he has been able to force developers benefitting from tax benefits and zoning to make about 30% of their units subsidized.
So, he would need to get developers to construct a total 167,000 units in order to create those 50,000 subsidized units.
The fiscal watchdogs will not let him issue huge numbers of tax credits to create and preserve housing. While popular with developers, the credits are expensive.

As a result, he is going to need to upzone large portions of the city and free up lots of land (such as Sunnyside Yards) to achieve this. Variances can achieve this when required.
To answer your question: I think the Exec Board of CB9 may be defeated in their attempt to give DCP a request. However, DeBlaiso and Adams need stretches like Empire Blvd and can't be thwarted at this stage of the game, because other communities will be empowered to engage in similar tactics.
So, they are going to issue variances to developers along Empire who are willing to include subsidized units. -

Low.
You'd have to get a developer that convinced the city and courts that they needed that particular piece of land, and that it would bring such a large benefit to the city that individual property rights should be trumped.
Stadiums, factories, highways, etc reach such threshholds.

I'd be surprised if the courts allowed eminent domain to be used for a big, private development that only contained 30% "affordable" housing.
...no funding is available for additional housing that is "genuinely and exclusively affordable to low income people: NYCHA or Mitchell-Lama". Hence, no one is building it.
NYC's shelter system is at a breaking point as it the need for supportive housing, which has caused funding to become available. Sites are slowly being established throughout the city at market rates. -

Thanks @whynot_31. This may just be another unsuccessful endeavor of de Blasio. The man can't seem to get along with anyone. And for this one, I actually want to see him succeed. If only he would not force his agenda but get input from others and be open to negotiate, he may just be successful.I understand that he likes to see himself as being altruistic, but he just can't force that (and his socialist agenda) on others.What is actually most amusing to me is that the ones disagreeing with him most on this subject are the ones most likely to have voted for him.

When Bloomberg was in office, I worked at an agency that developed and operated subsidized housing; I watched his efforts to create subsidized housing and was impressed with how many techniques he successfully used to get it built.
When DeBlasio was running for office, I figured he was just saying things to get elected, but actually understood the fiscal and political constraints that politicians and developers faced.
Politicans using populist rhetoric do not bother me.
Now that he is in office, I no longer think he has a firm understanding of how much power he has or how to use it. He seems to have no strategy to deal with responses that could easily be predicted.

Note - I did purposely did use the term point for that exact reason - but rather victim. I did have a chuckle to myself when I read that Miss. Boyd had no comment to the resignation given that (along with others to step down) was one of her professed goals.I think the chickens are FINALLY coming home to roost and she may wish she never started this chaos when all is said and done. As the kids say: *sips tea*

Tim Thomas (another board member) said in his blog that "Laura Imperiale will take over in the interim, as she's first vice chair". -

6.3 suggests that CB9 has to have an election "not later than the second regular meeting following the creation of the vacancy" in the office to serve the balance of the term.
Let's see if that is within the board's capacity. -

It merely gets rid of a chair who didn't even know the fundamentals of Roberts Rules of Order.Regardless of what I think of Dwayne Nicholson personally, I hope that this move is what is best for the board going forward. Sadly, I think that this move just further opens the door to chaos.At the end of the day, if the precinct doesn't regularly enforce the disorderly conduct law, the meetings will continue to be chaos. And, to be clear, the precinct has been asked multiple times to escort Alicia's group out of the building to help maintain order and have refused to do so. Having an understanding of Roberts Rules seems secondary to having a true partner in law enforcement to help maintain order at these meetings (indeed, without the chaos caused by Boyd's crowd, the chair's lack of understanding of Roberts Rules could be dealt with quickly and the meeting would move on). -
I kind of like that the NYPD paid little attention to the wishes of the exec committee.
If MTOPP were smart, they would conclude from this that the board has even less power over more powerful forces, such as DeBlasio, DCP and capitalism.
But, they have not.
