The scanner sites seem to have picked up police activity around 5:30 PM, it likely happened just before then. Sounds like a pretty bad motor vehicle accident.

Yes I was going to ask if the two were related. Sadly its the dad of one of my best friends. And it seems that he's already in a better world.

I'm so sorry to hear that @trjoemy deep condolences to you, your friend and his family.

"A 64-year-old Jewish man has died after being struck by a moving vehicle, a short while ago, in Crown Heights, Brooklyn.
The victim, identified as R’ Yeksial Rapp, was first hit by a car
trying to pull into a parking spot at Empire Blvd. and Balfour Place at
around 5:30pm.Hatzolah responded to the scene and found him trapped beneath the
vehicle. Rapp was transported to Kings County Hospital in critical
condition, after being pulled out from under the car. He succumbed to
his wounds, and was pronounced dead at the Hospital.According to the preliminary investigation,
Rapp was hit when the driver of the car pulled into a parking spot. He
was then run over several times, after the driver, not knowing he had
struck a person, drove back and forth trying to park the car, as
by-goers yelled at him, police sources said.NYPD’s 71st precinct officers and the NYPD Collision Investigation Squad are on the scene investigating.
The 55-year-old driver is not expected to be charged, a source said."

Word of the loss is quickly spreading through the Lubavitch community.
-
Why would a helicopter be used for an auto accident?
-
Maybe it was for the suspicious package at 770
-
The date and time of the 770 package scare do not closely match the helicopter sighting.
Helicopters are able to provide live video to One Police Plaza, the Office of Emergency Management and other entities. As a result, they can not only coordinate the response, but also provide supervision to the local precinct responding.
