Shooting at Franklin and Park Place, Friday, July 24, 3:35 PM
Details coming. From a local facebook group:
"Everybody be safe out there !!
Literally just witnessed a shooting happen on the corner of Franklin & Park Place. Nobody was hit but I was in the deli on the corner, young kid came around the corner and fired 3-4 shots. Blasted out a car window on the corner.
This happened not even 10 minutes ago and he ran down Park Place towards Rogers. African-American, probably between 18-25, thin, probably between 5 foot 7 and 5 foot 10, shirtless with black sweatpants on (Adidas if I a...m not mistaken.)
Everybody stay alert !!!"

Police and EMS now converging on the area
-
Scanner is stating the kid is about 12 or 13. No shirt, white boxers and blue jeans.
-
Supposed to have run north on Franklin
-
An additional report states shooter is/was shirtless, young, black male.
This incident is not yet on the larger scanner sites, so the part about there being no injuries may be correct. -
Police correcting report, kid got away on white bicycle. Mobilization point is 711 Franklin
-
Confirmed male shot going to KCH.

I was there. I had just left Bahnmigos with a late lunch, and turned the corner to walk south on Franklin when I heard five shots behind me. Everyone on the sidewalk just froze. The woman next to me ducked behind a tree. A few seconds later a young black man ran up the block saying he got shot and he needed an ambulance. There was blood pouring out of a wound in his thigh. He sat on the sidewalk while all of his friends applied pressure to the wound, and tried to comfort him. I called an ambulance. I'm sure 911 got a call from everyone on the sidewalk. The police showed up first and cordoned off the area. EMS arrived shortly thereafter to treat the victim. No one seemed to have a good description of the shooter. The shooting took place in front of the laundromat at the corner of Park Place and Franklin. There were shell casings on the ground. I heard, but did not see the actual shooting. I heard from several people that the shooter ran east on Park after the shooting, but I don't know for sure.

Just passed by the scene about 5 decetives working it. Reminded me a lot of the one further down on Franklin back in May. Crazy to think this happened in broad daylight just in front of the laundromat.
-
The combination of daylight, a crowded street, the victim surviving his wounds, and cameras nearby might lead to a quick arrest.
-
I wonder how the thought process of shooters work in the situations. Do they simply see someone they wish to kill and open fire without thinking about the situation i.e. people around, police prescence, cameras and escape route? Do they think this is like GTA and they can out run the cops on the bicycle? Do they even think?
I suspect that he won't be in the lam very long. -
Could be a gang initiation. If he gets caught, he gets jail time and then earns his street cred stripes. Is all good in da hood!
-
From other board:
"Xxx and I saw it happen right in front of us. It was terrifying. We ducked for cover into the doorway of the bagel shop next to Zelda's. We're still pretty shaken up. Don't know what to do with ourselves right now....
When we left, the police had arrived and the victim's leg was wrapped in a belt tourniquet and my shirt. So many people were around him trying to help so we felt pretty useless and left.
Adrenaline. I really hope he is okay. We're still really shaken up...." -
Does anyone know what the penalties are like for minors who fire shots (attempted murder)? I feel like there are stories like this in central BK every couple of days (teens with guns who aren't afraid to use them), and I'm curious whether these kids go away or get recycled.
-
I'm not a criminal lawyer, but have had far more more experience than I ever wanted to with young people charged with violent crimes. That said:
A. As one might expect, if the shots hit someone (as these shots did today), the penalties are more serious than if the person misses, or fires into the air.
B. In NY, you are charged as an adult and tried in adult criminal court if you are over 16 (here is a website opposed to same: http://raisetheageny.com/get-the-facts).
So, here are the statutes if the person is over 16.
In layman's terms, in these statutes the ADA's merely need to prove the intent was to cause harm:
http://www.criminaldefenselawyer.com/resources/criminal-defense/criminal-offense/new-york-aggravated-assault-laws
In these statutes the ADA's have to prove the intent was to actually kill the opponent:
http://www.criminaldefenselawyer.com/resources/criminal-defense/crime-penalties/charged-attempted-murder.htm
C. If the perpetrator was under 16, they will either be processed by the Family Court system "as a child", or a specialized part of criminal/supreme court "as an adult". This decision depends upon the circumstances. http://www.nycourts.gov/courts/nyc/family/faqs_juvenile.shtml
D. Do the kids "go away or get recycled"?
I will answer that simply by stating that most people under 16 who are convicted in either the Supreme Court or Family Court system of a serious offense (aka are adjudicated as a Juvenile Offender) OFTEN end up in the adult criminal system as a result of a new offense by the time they are 25.
Likewise, most people who are older than 16 and tried in the adult system, are in the adult system at age 25 either as a result of their "original" offense, or a new offense. [google: juvenile recidivism]

It seems immediately after the shooting, the suspect put on the blue and white striped shirt he is seen holding in the above photo.
-
This is eerily similar to the shooting on the same block in mid-May, which does not appear to have ever been solved?
-
I was walking home last Sunday around midnight and passed a guy being loaded into a stretcher on Franklin Ave. and Prospect. There were lots of cops around like. A person standing nearby said the guy had been shot in the leg. I didn't see any mention of this on the local board, but the circumstances seem pretty similar.
-
I spoke to a long-time resident on Park Place and he said rumor has it that there is some beef between the remaining Franklin drug boys and their counterparts further east. I thought that we were done with the consolidations and hostile takeovers, but it appears that there are at least one or two thriving businesses still left to fight over.
-
@homeowner -
As the area has changed, street level drug dealing certainly is a shrinking business.
West of Nostrand, the real money is in delivery.
The drug boys need to develop and maintain a relationship with someone who has a non-contractual relationship (aka "jobber") with a mediocre Chinese or Pizza place.
Then, just request that HE deliver your order of Chicken and Mixed Vegetables.
In Chinese accent , the manager eventually asks: "Why all phone orders request him? Why he disappointed when I send him out on Seamless orders"
...yet never pursues the answer.
-
They seem short-sighted, attracting all that attention... Crown Heights was the NY Times featured favorite neighborhood in the RE section for the better part of a year, as prices shot up and the stroller community moved in. But they don't need Times subscriptions, they couldn't have missed the visible population change. In 2015 a shooting on Franklin is like a shooting on Bedford in prime WB.
Where is the 'further east' alluded to above? -
Rogers or Nostrand depending upon the north-south street. In light of this discussion, I found the comments on this Brownstoner article to be very interesting. Seems we aren't the only ones with deeply entrenched dealing that has continued despite the neighborhood changes.

Is this true? Chinese delivery guys deliver drugs? Do you have proof? Also, what's with the idiotic imitation of an Asian accent? Lame.
-
The guys who deliver drugs with the Chinese food are rarely Chinese.
They are often jobbers; local young men who agree to deliver food during the peak hours.
The informal arrangement allows the young men to not keep their merchandise on them, provides customers the illusion of safety that comes from transactions with known people.
As stated above, the managers of the restaurants are often unaware. ....they never quite get around to wondering why he agrees to deliver for tips only, but are pleased that lots of phone orders come in for him.
-
that's crazy and sounds like a really strange arrangement but stranger things happen all the time, I guess.
-
The "volunteer" delivery guys often lack formal education or work experience, so the managers may believe they are giving them a much-needed-entry into the workforce.
Also, the managers may believe it is good to have a few of "them" on their side.
...they may believe it decreases their chance of being robbed.
I've heard such delivery work is good work if you can get it. It allows the dealer access to a pretty nonviolent, well-off population sometimes known as "young gentrifiers".
These folks are much preferable to the always broke, more-often violent, likely older, addicted clientele that may have never had the opportunity to be young gentrifiers.
We got a little off topic there.
So, I'll try to get us back on: I hope the NYPD catches the suspect pictured above. These guys tend to live pretty close by.
-
That brownstoner link someone posted above got interesting. People have been replying and replying. Locals are accusing the police of corruption and willingly turning a blind eye to the dealing on Grand.
Howdy, Stranger!
