Homeless Complaints Under De Blasio - Article
"Between Jan. 1, 2015, and Aug. 9, 2015, the city's 311 system received 20,242 calls about a homeless person in need of assistance, in an emergency situation or living in an encampment, according to the mayor's office. If the rate of calls continues, the number could surpass 33,500 by the end of the year.
A) The tabloid press has made it a front page issue, so it's no surprise that public perception would change, and a perception bias would lead to increased 311 calls.
It's Bloomberg's fault anyway, with his chronic ignoring of the issue, and De Blasio inherited failing institutions which made the problem spiral downwards further.
During the same period in 2013 — Mayor Michael Bloomberg's final year in office — 12,715 calls about the homeless were made. For all of 2013, there were 21,882 calls about homeless to 311"
What's your opinion as to why?
A) The tabloid press has made it a front page issue, so it's no surprise that public perception would change, and a perception bias would lead to increased 311 calls.
C) De Blasio's one-term mayorship is to blame: his incompetence has lead to a poor relationship with the police, and along with the City Council a diminishing of enforcement of (especially) quality of life complaints.

One thing is for sure - it's not helping De Blasio's popularity according to the polls.

While I don't see any homeless people right around where I live in CH, there sure are a lot of them around Grand Central Station in Manhattan. Nice visibility!

Wasn't Bloomberg bussing them out of Manhattan to CH shelters where they soon left and made their way back to Manhattan?

Because the city was not yet as "full and expensive" as it is now, the Bloomberg adminstration was able to keep pace with the increase in homelessness by opening new shelters.
The DeBlasio administration is having a much harder time, and (once winter arrives) it would not surprise me if the Coalition for the Homeless was able to show that the Callahan decision is not being adhered to.

The city would then be forced to take more drastic measures to create shelter beds. -
...and it seems likely that entities (such as Coalition for the Homeless and Urban Justice Center), would then try to prevent NYC from moving "responsibility" for the homeless from DHS to NYPD:
"That logic specifically says it's unconstitutional to punish people for sleeping outside if there aren't enough beds for them to sleep indoors. If there are, the constitutional question would be different, although the moral and policy implications may remain the same."
