We should note that this means:
1. New building.
2. They are still looking for one or more tenants.

Note, these plans were rejected, but I expect them to be resubmitted with the necessary tweaks to get them passed.
If all goes as per this original submission, the building will be all commercial tenants, and the SF will increase from 27k to 48k.
All of which is to say they might keep a few perimeter walls, but this building will be radically different by the time the construction people leave, and the prior violations on the site will be effectively moot.
I wonder if Walgreens will still be among the tenants.

I had figured that Walgreens wasn't going to move in as is. The building is falling apart.
I'd like to see a Walgreens the size of the one that was on Atlantic and Fourth Avenues.
Two stories? Why? Is a gym going to move upstairs? Are the real estate people trying to attract a Target? -
I doubt this location has the foot traffic and transportation required for an urban Target.
I think it could work as Fortune 500 back office space: Accounting. -

The Target at Gateway has no subway nearby, but it is right off the Belt and several bus routes go there. This location has more subway lines and bus routes nearby.If you build it, they will come. Maybe the opening of something like a Target will appease those in the community who complain about the derelict stretch on Empire Boulevard (that's overpopulated with fast food joints and storage facilities).

Appease the community? This is about finding a tenant that will pay the rent.
This has very little to do with what the local community wants. If the business pays the rent, the landlord does not care whether it serves any members of the community.
Likewise, the tenant has no need or obligation to consider what the community wants or needs: It merely needs to use the space in a profitable enough manner that the rent is justified. -
I always thought that Empire Boulevard would be the perfect spot for another Whole Foods. They could snare all of PLG and Crown Heights shoppers for whom 3rd and 3rd is too far away. One can dream...BTW 3rd and 3rd Whole Foods is not particularly near transport or with good foot traffic either.

Whole Food and Fairway have large parking lots, space that might be cheaper than Empire, and easier for deliveries.

1. Look at the size of the Western Beef parking lot.2. Can't imagine that 3rd and 3rd, at the edge of $1000/sq ft Park Slope, is cheaper than Empire.3. the word in the pipeline is that Whole Foods is planning a smaller, cheaper spin-off.4. plenty of truck routes circling around this whole neighborhood.

I am surprised they are building this before the rezoning to mixed commercial and residential.
I expect it will prompt several of the fast food places and Western Beef to cash out.

The mix of businesses will slowly change to reflect the changing means and preferences, whether people want it to or not.
The area seems like a good location for a Dallas BBQ. -

I have seen the holes in the ceiling. They are pretty big. I dunno how anyone expects to be able to repair them. I suspect this ediface may have to be torn down.
