How much of an overlap is there between that funding stream and this one?

Isn't Downstate one of the largest employers in the area?

I would believe Cuomo more if he identified where he was going to get the funds.
Is he going to cut spending in other areas?
Is he going to raise taxes?
Does he have the approval of the legislature?
Seems like empty promises until then. -
