I'd say it's practical. I know somebody else who does this - she can see who's at the front door without leaving her upstairs living room. -

Mirrors like this are a tradition in Amsterdam, almost everyone has them so they can see what's going on in the street without sticking a head out the window or being observed. Mind you, Amsterdam is also a town where no-one uses any curtains, because they "have nothing to hide".
I say we carry on the tradition here in PH, like this person, and all get mirrors outside our windows. Maybe this tenant is from Holland. -

Speaking of Dutch people, there has got to be at least one on my block, because I picked up a Dutch novel off the street the other day! I bet its owner was surprised to see it go so quickly.
