Unfortunatly we are talking about Government and politics here - while we all love the concept of planning that would tie in infrastructure improvements etc... it virtually NEVERhappens that way (when was the last time a subway line was added? - when was the last time a school was built in anticipation of children in the future).
The reality is that you have 3 choices - 1 is growth managed by zoning so that it is placed in approriate places (i.e. near existing subways) 2. unrestricted growth (which is your suburban sprawl and 12 story buildings on a low rise street) or 3 no growth.
In all cases infrastructure will only be built when the political will FORCES the expenditure (usually b/c things have gotten bad) - however with choice 2 your options are often limited b/c the haphazzard development makes solutions very expensive or impossible (anyone who has tried to get around Atlanta GA knows this problem)
Now maybe some people would choose - no growth - but considering the economic disaster and social problems that come from this, I believe this would be a very unwise choice. -

Except the issue is - what do you suggest we do with the 1M more people expected to be added to NYCs population. They will have to live somewhere and non-subsidised housing is already approaching $1000 a sq ft in many parts of Brooklyn. So unless you intend to stop the cities growth (and accept the poverty and ills associated) or expect all the poorer people to leave (or are counting even higher housing costs will force them out) - we need more housing to be built. And 4th Ave a desolete and ugly swath of highway with good subway access seems like a perfect place for it.
Should you wish to advocate for increaded mass transit for us, I am with you on that as well.
