jackhammers
what time is it legal for screaming men with jackhammers to start ripping up my street? 311 says they need a special permit to do it before 7 am... so does that mean they can start at 7 am? 311 could not tell me that.

They can start at 7am... they're building a condo across the street from us and they bang on metal, use what sounds like piledrivers, and make plethora of other loud, obnoxious noises... all starting at 7:01a each and every morning (I wish, just once, they'd start at 6:59a so I could report them, but alas, it has never happened). To top it off, they STOP around 10a and the site usually remains empty for the rest of the day. At this rate, it's going to take them years to finish this !@#$%^ building.

i'm frankly surprised nobody has walked out of their building and punched one of them in the head. is it wasn't 6 degrees out, and i weren't a chicken, i might have.

Maybe it is an emergency repair. That could explain them starting so early. Although there is no excuse for them to be yelling.

I think emergency or no, they start work at 7am. Construction is an early business.
And the jackhammer is the *first* order of business, so they cut it out early, often before 8am. Which does you no damn good if you work on a late sked. BAH!

Next time you see them check the permit, usually on a saw horse (for public street) or the building (for private use). If it is being torn up by a utility service they usually have a job number, the date they expect to be finished and a number for you to call. Call the number and they will tell you what is happening and why.
You guys seemed to suffer from a lot of brown outs this summer so maybe its Con Ed.
