Oh it's around. Just not everywhere. All the fast food chains in Chelsea do it, so it's not that rare. -
They do offer refills there- I believe not free, but at a discount (much like at Starbucks, on which Heights Coffee is modeled). However, they are apparently only available on a medium coffee, and then only if you get it in a ceramic mug.
