or southern. nyc is actually one of the few places I've been that *doesn't* do free refills for fountain drinks or by-the-pot drinks (like tea or coffee). it's obnoxious.

Oh it's around. Just not everywhere. All the fast food chains in Chelsea do it, so it's not that rare.

They do offer refills there- I believe not free, but at a discount (much like at Starbucks, on which Heights Coffee is modeled). However, they are apparently only available on a medium coffee, and then only if you get it in a ceramic mug.
