    More than 1,000 people at a private barbecue left behind mounds of trash in Prospect Park last weekend - angering city officials who are considering legal action.
    Parks Department officials want to throw the book at publicity firm MIH Ventures for throwing the Sunday shindig without a permit.
    "It was 2 to 3 acres of solid garbage," said dog-walker Bob Ipcar, who spotted the trash strewn on the Long Meadow Monday morning and posted pictures he took at Fidobrooklyn.org. "You could walk across the surface of it."

  • I was in the park in the afternoon as the party was starting. When I came back at around 9pm to take a run, the party was huge and there were droves of people streaming into the party. I noticed that most all of the party goers were African American and I will wonder aloud if the police took that into consideration when they decided to ignore the party. On the 4th of July I was babysitting around 10 blocks from Atlantic Center in a mostly African American neighborhood. An all day party broke out in front of an empty house with huge speakers blasting music. By 10 pm there were 20 cars double parked along the street, several grills with open flames, people everywhere, cars couldn’t drive past, fireworks being shot off (I saw one bounce off a house and I saw a young couple walking by literally run for safety when a bottle rocket was set off around 3 feet from them), etc. The police were called at least 4-5 times by different neighbors (who were also African American). When I left around 1AM the party was all over the block, with at least 50-60 young adults and teens, but the police never came. I will wonder aloud if the police have a spoken or unspoken policy of responding to gatherings of African Americans in a different manner then other gatherings.

    And of course, double standards work in both directions, but it does seem that the police have different responses to parties held by different groups of people.
  • Here's the response I got from MM's office.
    Borough President Marty Markowitz asked me to respond on his behalf. Upon receipt of yours and several other emails, Marty called the Prospect Park Administrator to determine what happened at the park last weekend. Marty was informed that the event held on July 19th was an illegal, non authorized and not permitted. The officials assured Marty that every effort is being made to identify and charge the promoter for the cost of cleaning the park. Marty frequently walks this park and strongly urged the administration to enforce its policies and to utilize all resources to maintain this Park for all of our residents. If you have any question, please do not hesitate to contact our office.
  • Wow, I saw the mess on Monday (and the crowd on Sunday) but didn't see that it was that much more trash than usual...if anything more wide-spread. Guess I didn't look properly, or I came after the cleaning up was already in place.
    I've always wondered why there aren't more trash cans - they get stolen, really? For what? I'm not a very creative person so nothing comes to mind, but people in general seem to be idiots, esp. when it comes to public property. Could the city at least put more trash bags out? Most people put their trash near the bins but then it gets blown away overnight or in the morning. I always wonder how many of the ducks/goose (?) die from eating the wrong leftovers or being trapped with their heads in 6-pack plastic rings etc...

  • Sort of on topic but I'm constantly calling 311 in my nabe to get the trash cans on the corners of my block replaced. DOS places them, within a week or two, at least one of them is gone. I have no idea what people do with them or why they need so many of them.

    There's the problem. What about personal responsibility? You bring it in the park, you bring it out of the park and dump it in your own trash containers. You provide the garbage bags, your building already has the containers and the city picks up the garbage twice a week, which is something that's already budgeted. We already rant and rave about Mayor Mike and his minions becoming a "nanny" state. Please, let's not let it get any worse.

  • How's this for nonsense? Prospect Park's twitter - "Lots of voices about trash left in the Park Sunday. One answer - help out: volunteer info session tonight." Not - "hold people accountable", not "enforce rules, regulations and laws", but "clean up other people's messes that we allowed". I have volunteered in PP in the past, but am unmoved by this plea.

    And I agree with previous posters about the politics of enforcement. I'm not excusing it, nor do i agree with the politics, but let's be honest - there are times when NYPD is told to stand down. Just take a look at the Labor Day parade where they are forced to allow drug use and other clearly illegal activity. I have no doubt that if they had thrown folks out of the park and ticketed all the illegally parked cars, it would have created as big a sh*tstorm as their inaction did.

    I see cops in the park but never park rangers. I think enforcement would be more effective with park rangers, whose sole responsibility is to protect the park from humans (and maybe get people to stop raping and stabbing each other in the park now and then).
  • Sorry, folks, the Parks Department blew this one all around. I can bet those volunteers who cleaned up the mess last Monday feel useless. Because the so called management company behind the party got away with trashing the park. It took a lousy newspaper website article and hundreds of postings to make the Parks Department do something. And they didn't.

    The park rangers have no authority? What's the point of rangers without authority? The park is state-owned land, isn't it? That should give state agents total authority, including authority to evict people who don't follow the rules. Or else if they don't have authority, they should call in the police and get them to make some arrests.
  • The problem if that the small amount of park rangers ever tried to do anything - up to and including bringing in the police - there will be problems that could escalate. The park ranger folks are usually too busy doing nothing, or if they are doing something they're ticketing dog owners for allegedly violating leash laws, or shooing people away from the concert bandshell area during paid events. Plus the police usually have better things to do. It's a bigger problem of entitlement - leave a mess, oh the city will pick it up. Some goody-goody volunteer will clean it up. Extrapolate from there.
    One large bunch of lazy slobs ruined it for everyone. And park "management" basically let those responsible get off scot-free. I used to hold the park administrator Tupper Thomas in high regard, with her hard work trying to keep the park interesting, safe, and clean. Not so much any more.
  • Unfortunately, I understand why the park rangers backed down from either controlling the situation or bringing in the police. Just look at what is going on with Professor Henry Louis Gates. No park ranger or police officer wants to end up on YouTube or the evening news for trying to enforce the permit law.

  • wingedearth, Unfortunately, this is the world we live in. Police do not have the power any more to enforce laws. I know two police officers and asked them recently why the police often stand by and do nothing when basic laws are broken like parties with no permits. One officer explained to me that if he goes up to a person on the subway and says, "Please only use one seat," or "Please turn off your music," then they are faced with a situation in which half the passengers start recording the event on their cell phones or Flips and then the person says, "No." Then the cop has to either walk away or arrest the person, not exactly a great YouTube moment to follow you around the rest of your life.

    I was in the park several hours the day of this event and there were many, many police in the area. They chose not to act. No one wants to be labeled a racist on tv for enforcing the law or called stupid by the President.
  • Gee, it's really terrible when cops are forced to be accountable for their actions, because they cannot drop their spare gun on the ground and claim the guy they arrested was carrying... or lie about other aspects of the confrontation with impunity, because people can actually record their misbehavior and prove that they lied...

    For way too long cops have been able to get away with anything they wanted, because cops hang together, even lie for one another, and people tend to believe whatever cops claim is the truth, because, after all, they're the good guys, right? Not necessarily.

    If your hypothetical cop on the subway wants to arrest the guy, nothing will stop him. All the camera phones can do is lead to his punishment if he violates the guy's rights. What's wrong with that?

    The blue wall of silence is gross, I agree with you. And police misconduct is gross. But police officers are forced every day to choose between enforcing the law or looking the other way to avoid escalation. The Prospect Park party would have been stopped, most likely, if the people attending were of a different color. At least, that is my opinion. But right now, race relations between the police and people of color is clearly not good, which makes law enforcement really difficult.

    The police officer at the park or on the subway is forced to either enforce the law and face the potential of a serious escalation or to simply look the other way. Starting to enforce the law and then walking away is not a real option. That would make us all very unsafe in the long run. You say that nothing is stopping the officer from enforcing the law. I disagree. Breaking up that party of 1000 people in the park would have meant having to arrest or handcuff at least a few people to make it clear that the police meant business. And those arrests could have easily lead to violence, maybe even a lot of violence. That party was filled with alcohol and families. Babies, strollers and children were everywhere. What police officer or ranger wants to be the one to take that mess on?
  • So the street cop phones a superior officer, and lets him decide. Let the superiors send in the swat teams to deal with the babies and strollers... and the people with cell phone cameras.

    Or they stay on the edges of the park, and arrest the motorcyclists (half of whom are probably off-duty cops).

    booklaw, your viewpoint on this issue is actually very supportive of how the police officers and rangers acted that day. Until now, I didn't see how, perhaps wisely, the officers responded with a hands off approach. Sure, it burns me up that I can't drink a beer on my front step but a thousand or more people can party in the park with no permit, but sending in swat teams, as you suggest, is probably exactly what the police did not want to see happen. I would rather wake up to a trashed park and a calm response by the police and rangers the next day then to wake up to crushed babies as a result of a riot in the park. Hopefully the police and rangers learned that you break up the party with no permit at 1pm, not 10pm when it is too big, too drunk and too late.
  • Either the police have to arrest the trouble makers without getting their reputations automatically destroyed, or else public parks will have to end along with a decrease in taxes, and responsible people will pay for private parks and gated communities to keep out the riff raff who don't follow the rules.

    If you can't trust the cops enough to let them do their jobs, then the free market solution (i.e. less taxes and privatization of parks) is the only solution.

    Good points. It makes me think that, overall, I trust the police to do their jobs, but I do not trust the media or general public to be supportive of police actions when violence occurs. If the police were to have broken up the party in the park by the book, in a professional and respectful manner, and a child died during the police action, my guess is that many in the media would end up explicitly or implicitly blaming the cops.
