anyone experiencing low WATER pressure?

My building has been for the last 2 weeks. On and off. I called the landlord after the chick across the hall said she had called but they would not do anything since she was the only one with a reported problem (typical of a large company). So they must have looked into it, cause I got a very cold and corporate feeling letter saying that the city was doing work and to direct all calls to the city and not the landlord in the future (they could have simply said, "we're really sorry, we tried to solve the problem but the city is responsible, please keep us posted.")
Anyway, last night there was NO water at all. We asked the neighbors, and they too had gone from a drizzle, to dry taps. Bathrooms, kitchen sinks, showers, nothing, not a drop.
My g/f called 311 when we went out to Tutta Pasta for dinner (had no water to cook with, not that we really cook though). She was on the phone with them for half an hour. When we got back, all was better. At least for now.

Also, we did not see any open fire hydrants or anything else that would account for it. 311 said we'd be top priority. That made me laugh, but the problem did get sovled within an hour.
Is that weird?
