mucho noise/partying on St. John's b/t Wash Underhill
Subject: mucho noise/partying on St. John's b/t Wash & Underhill
Hi thereI'm new to this forum and have been living on St. John's for 2 1/2 years. But I've lived in Brooklyn for 17 years total. I've never encountered the kind of music/partying late into the night that I have on this block. (Our next door neighbor was partying last Saturday night until 5 am with 5' speakers - and last night, someone in my building had a party that went until about 2:30 am, also with loud music.) We've had to leave our apartment many a night this summer, just to get away from the floorboards bouncing. Many of the people in my building have called 311, but the cops never follow up. I called the 77th precinct last night and the cop just made racial slurs. That made me really uncomfortable. I once tried to ask the guys next door to turn their music down and will never do that again - bad reaction. I know we're relatively new in this neighborhood, probably perceived as white gentrifiers, and thus a threat. It makes me sad b/c every neighborhood I've lived in while in Brooklyn has been inter-racial -- and I've not had this problem (ie Fort Green for 7 years).
Thanks.

I think that block as an actual block association - you may want to try contacting them.
also, if 311 and the 77th aren't getting you any results, take a look out the window and see if anything dodgy is going on. I'm sure I'll get slammed for saying this, but if you see something dodgy, feel free to call 911. I'd try both 311 and the 77th first, though, and if someone from the 77th gives you shit again, I'd report them. quality of life issues are important.
good luck! -
sometimes lying is okay. just call 911 and say you might think there is something funny going on. and if its like late and waking you up. you could say i think i smell weed and i saw under age kids
take you pick of lies. cops will come over and check. -
If it's someone in your building, call your landlord - there's probably a clause in the lease that they're violating - or complain to the Housing Authority, if it's a public housing building. There does seem to be a lot of really inconsiderate night noise on this block, from the steady backbeat across the street, or the random blaring of stereos in passing or idling cars, or just folks hanging out late talking without realizing that their voices carry. Some of it may just be the sounds of summer in the city, or music that someone feels compelled to share with the neighborhood, but there's no reason why you have to tolerate it at all hours. Call the 77th, and call 311 - the more complaints in their system, the more likely the response - but save 911 for real emergencies.

Not judgin' just notin'.
Good luck - I hope you are able to square things. Consideration does not seem to be a major, uh, consideration for everyone in these parts - no doubt some dickweed will tell you to leave the city blah blah blah if you don't like it - ignore them. -
Ah, "Crazy Lane"... that's perhaps the most famous block in PH. Someone ought to do a Wikipedia entry on it.
Here's one of our many threads on the topic:

not with the crazy lane again :P. haha hey daily when did the name start? i forgot i read alot of those post in the past before.
also i swear that block was going on the block. i thought some of the building owners were selling. -
I'm pretty sure someone on these boards came up with the term, and yes, there was a long thread recently about one of the big buildings getting condoized.

- no doubt some dickweed will tell you to leave the city blah blah blah if you don't like it - ignore them.
lol I haven't heard "dickweed" in a while. Always wondered what that was exactly.
If it's any consolation, the block may quiet down a bit once school starts. Lincoln place usually does. -

Heck, I don't know what "dickweed" means exactly. Sort of a harmless generic insult, I guess...I still remember the first time I heard the term in 6th grade I thought the same thing..."Dickweed? What the hell is that supposed to mean?" -
I think the block will get steadily louder until the parade in a few weekends. this weekend was damn loud on washington near st. johns - even over the hum of my AC, and that's saying something.
-
this is not exactly on topic... but anyone else been getting "hot boxed" in their own apt.? it comes in through our air shaft and up from the street (or you know what i mean if you know where i live.). but it's not even bud, it's nasty sticks and leaves and smells all toxic... maybe we can get the block association to at least provide decent product to my neighbors... and maybe that way they chill instead of yelling "SHUT UP" at each other until dawn.
-
thanks for all of your replies. for the record, I really like our block and, my one, big complaint is the loud music, especially late at night. but, trying to talk about that with some of our neighbors causes everyone's defenses to go up (probably including mine). it becomes complicated - instead of a simple, neighborly request - for reasons we're all aware of.
we'll keep calling 311 and the 77th and try the housing preservation & development commisioner's office. also, for your info, when I spoke to a woman at 311 and mentioned that the police never take our complaints seriously b/c it's not a rich neighborhood, she suggested we call the local community board. they put me in touch with the local community affairs office - 718.735.0634. ask for Detective Raton or Detective McClain. Detective Raton was very helpful. -
Hm, maybe I'll try calling them about the noise on MY block.
-
I have had this problem in a major way about 4 or 5 times since we moved in in March. (We live on St Johns but further down in Crown Heights). It gets so loud for us, no A/C comes close to blocking the noise. There was a party behind our house that literally made the floors shake and still cops did nothing. I call 311 and the precinct. I keep notes about who I spoke to and whether or not they said they would do anything. When the council meetings return in September, I will be making myself heard with a complete log. But I am going to keep complaining... I am hoping over time it will change... The city must log noise complaints and maybe at the end of the year, if the number has dramatically increased, a local politician will pick up on it and make it an election issue and try to change it.. I am painfully, naively optimistic.

Do you live near nostrand? -
Yep b/w Nostrand and New York.. complained on the CH board a while back about it...

Do block associations provide this service, or is 'the block association' just a new name for that guy rolling a blunt on my doorstep?
Also, I think the term "dickweed" was at least in part vernacularized by the great Alex Winter in his brilliant turn as Bill S. Preson, Esq, when he said, famously, "You killed Ted, you midevil dickweed!" -
I live on Sterling and St. John's is behind me. A few years ago there was a guy who blasted music from morning til midnight. He also blasted porno tapes and yelled a lot. One of our neighbors started a petition which was sent to Betsy Gautbaum, public advocate. We also sent her letters. It took a few months, but eventually we were sent a copy of a letter that was sent to the landlord. It politely stated that if this matter was not resolved, a city inspector was going to be visiting all of his buildings.
We never heard a peep fromfrom that apartment again. -

Yeah, but that also blasts Barry Manilow at anyone else in the area, including people who may be just as upset about the noise (and sleep-deprived as a result of it) as you.
If your neighbors party 'til 5am, I swear they are passed out by 7 or 8...just in time for you to BLAST Manilow against the wall for hours upon hours.
Do it. -
Perhaps it's too bad that this isn't a gated community:
"Bylaw VI 7(k) of the Bailey, a condominium in Washington, D.C., provides that ""No Barry Manilow records, tapes or CDs may be owned or played on the premises.'" Carl B. Kress, Beyond Nahrstedt: Reviewing Restrictions Governing Life in a Property Owner Association, 42 UCLA L. Rev. 837, 840 n.12 (1995)."
(I owe this note to David J. Kennedy, Residential Associations as State Actors: Regulating the Impact of Gated Communities on Nonmembers, 105 Yale L.J. 761, 762 n.4 (1995).) -

You could still use Barry Manilow MP3s! By being too specific, they made their own rules obsolete!

I called 311 about this since it was the second weekend in a row. I thankfully managed to fall asleep--apparently A/C plus ear plugs plus fatigue did the trick. And when I woke up at at 2 AM there was no noice--a big improvement over the 5 AM noise the weekend. That was f***ing ridiculous.
Last night it was drag racing and a motocycle with no muffler--I don't don't know what it is about this block, but it's not a place for a ligfht sleeper like me. I am moving. -
That's too bad. Lincoln pl can be tough too. I've had a lot of daydreams about fixing it, normally featuring a pellet gun, paintball gun, or .50 cal sniper rifle.
Like I said, it may slow down a bit once school starts. And of course in 3 years the block may be unrecognizable, but that's a long way off. And both good and bad.
One time I got the cops to show up in force. I called in a noise complaint at 11 or so. Nothing happened. Then at 1AM I followed up on the same ticket number, which I had actually decided to write down for once. Three cars came up the block from both directions 10 minutes later and broke it up.
Also, the 311 operators respond to mention of drug activity. If you actually see someone smoking some weed, etc, that is always an option - the operators offer to transfer you to a whole different group. That's kind of the nuclear option - haven't tried it yet. -
and here in PS,on my quiet block, i have the loon upstairs who called 311 to complain about the noise of my a/c.
EPA came, took noise readings, and even though 5 a/cs were on, said mine was the loudest. i had three weeks to fix the problem.
you should come get this woman to complain for you. -

you have GOT to be kidding me. we should be so lucky. in a few weekends, I wonder if the EPA will come out at 2 a.m. to figure out which steel drum is making the most noise at the intersection of st. johns and washington ... -
sadly, i am not kidding. they came with their little sound meter and one of them was rather menacing.
stupidly, i let them into my apartment and turned on and off the a/c as they asked, so they could read the levels. they refused to believe that xx a/cs would make more noise than simply mine, and never tested the noise from any others.
mind you, this is our rent-stabilized, section 8 rent subsidized nut-bar of a tenant who'd likely have to harm one of us, physically, before we could get rid of her. (and trust me, we have spoken to more lawyers than you can imagine, because the city is constantly late on her rent... and there is no getting rid of her--i know some well-meaning people on this message board will write to tell me otherwise and i ask that you not do that. we've been over this, it's moot.)
this woman constantly calls the city on us for anything she thinks she can complain about... all winter long we get visits asking if we have heat because there were "anonymous" complaints. so we let them in to feel our heat... and they see there is heat.
anyway, i had to move my a/c and there was a giant brouhaha because until i did so, the woman shone a flashlight into that window in the middle of the night, rolling it around so the light wasn't stationary. i had to paste a hefty bag in that window till i found someone to help me move the a/c. -
That sucks...how'd you get stuck with this person?

she was with the building when it went coop. stabilized and subsidized = she is never leaving. just like bernard goetz -
The noise on Sterling between Underhill and Butler can be bad too. I've called the 77th and they said they would send people down to check it out since other people called before me. Don't know if they ever really came or if the music just came back on after they left. I tried to ask one guy (very politely) who was sitting in his car blasting his music if he could turn it down b/c my newborn was sick with fever and hysterically crying b/c of the music, but of course I just got the look of death.
I'm actually praying it rains, pours, on Labor Day weekend so we don't have to deal with the noise.
Howdy, Stranger!
