there are bins to drop clothes at the Associated supermarket at Sullivan Pl and Nostrand and at Rogers and Empire.
I'll bet you could donate toys to one of the many daycare places:

This isn't in CH, but I was at the Cultural Center at Von King Park (Lafayette bet. Marcy & Thompkins) in Bed-Stuy on Saturday and they were doing a clothing exchange there. You may want to call 311 to get the Parks Department number and call them to see if they are still taking clothes donation.
